Blockstream-developed Bitcoin sidechain Liquid Network has halted operations after a vulnerability labeled “4,000” was exploited. The exploit led to the withdrawal of about 4,000 bitcoin, with losses estimated at roughly $320 million at current market prices. Liquid is designed to offer exchanges and institutions faster, more confidential Bitcoin transfers, and the outage has raised concerns about its security architecture. The team is working on the issue, but has not provided a timeline for a fix or updates on fund recovery.

The Reserve Bank of India has approved Life Insurance Corporation of India to increase its holding in ICICI Bank to as much as 9.99% within one year. LIC already owns a little over 4% of the private lender. The approval takes effect from a September 4 letter and will lapse automatically if the stake is not acquired within the period.

India’s sugar recovery rate has continued to decline, tightening supply and lifting prices. Wholesale sugar prices rose to Rs 5,747 per quintal in September, up more than 30% from June. Sugar companies’ procurement costs remain elevated, prompting Bikaji Foods to begin rolling out a roughly 2% price increase. India’s markets regulator is preparing a consultation paper on settlement for weekly-expiry options on the Nifty and Sensex, and may reinstate a volume-weighted average price (VWAP) method. It is also considering settling monthly-expiry stock futures and options using either the prior VWAP approach or a blend of VWAP and closing auction system (CAS) prices. Before CAS was introduced on Aug. 3, both stock and index derivatives were settled using the last 30 minutes’ VWAP.

Fund managers are bullish on ASX 200 constituent James Hardie Industries. The company plans to sell its European Fermacell business to Holcim for €840 million, and lifted its full-year outlook on that basis. PG&E said it plans to reduce its 2027 investments by about $2 billion, citing the rising financial burden of California’s wildfire liability rules. The decision follows California lawmakers ending their legislative session without an agreement to change how major investor-owned utilities cover wildfire costs. Assembly Utilities and Energy Committee Chair Cottie Petrie-Norris said utilities rely on borrowing to finance large construction projects, and higher borrowing costs can ultimately be passed on to customers, according to KCRA 3.
