The United States has placed ChangXin Memory Technologies (CXMT) on an export-control blacklist, expanding restrictions to 24 categories of chipmaking equipment and three categories of software. The move is accelerating China’s push to substitute domestic semiconductor tools, with overall local equipment penetration reaching 35% in 2025 and exceeding 40% in etching and thin-film deposition. Policy also requires new production lines to use at least 50% domestically produced equipment. CXMT has expanded quickly and has become the world’s fourth-largest DRAM maker with a 7.7% global market share in 2025, challenging the market long dominated by Samsung, SK Hynix and Micron.
